Fapping in public. No big deal? Nothing serious? I strongly think that it depends when and where.
In a street at high-noon where there are lots of people of all ages, I think it should be quite harshly punished.
But, if it is performed in an alleyway at any time, or at late night where there aren't gonna' be so many people, then the punishment won't be so harsh.

If you're a parent, and you have a young daughter / son, what the fuck would you think if you and your children saw someone fap / finger in public? (Don't reply with LOL WE WOULD ALL JOIN IN AND HELP, this is a serious debate.)
Anyway, as I stated earlier depends on when and where.
