I come to the point where I can get the Compass Artifact from Noah. But when Beard sends me over to talk to him, I don't have the option to talk to him. Do I have to wait? Did I do something to him? Bug? I DUNNO!!

You can do that but you can also just talk to him and have him give it to you. Pretty sure the best ending involves him being alive.
And yeah reloading your save is your only option
Welp, I got it by taking a nice nap and going back to Noah. THanks though.

Well shit, all Stalkers in the zone are crazy if you have not noticed. I have not met a single man in my life who says "HOWDY HO" or any of the generic stalker comments. They are all bat shit insane stalkers.
