Buddy, he was in the fucking sky and I checked the whole area no Whirligig. It's obviously one of the 9218089347890 glitches stalker has.
if you shoot something/something gets hit whilst in a whirlgig it can send it spiralling off in a direction. Good example of this is in the train tunnel near the Agropom Research Institute near the garbage, once you come out of the sewers (After saving Mole). As soon as you enter that zone(Walking in not through the sewer)go to the far top right of the map just above the road. There you will find a tunnel full of artifacts and anomalies, some artifacts will be "floating" shoot them to get them away from the anomalies, they should keep floating.
