They were a small tutorial group for beginning Clear Sky and are pretty much shot downed and killed, and if there were survivors, they would die in a matter of days.
Also this group was mentioned before and was denied.
Oh and from Last Exile:
No one is allowed to make a canon faction
You can't make an official faction. So I say to rename it, or delete it.
