Basic Group info:
The Haven was created as a safe haven for all STALKERs and neutral territory. Founded by Oksland Bursik, Haven demonstrates a stable federalist republic system with separation of power similar to that of the United States and that described by French enlightened writer Montesquieu. There are three branches: Guardian, Treasury, and Public Relations.

The Executive Branch encompasses the Guard, the force that protects the interior and close exterior of the base. The Guard consists of both regular guardsmen who protect the inside of the base and its contingents and also Sentinels who stand as static watchmen at the close exterior. The Executive Branch is commanded by the Captain of the Guard who, if killed in action, is seceded by a respectable candidate chosen by the close electorates.
The Treasury Branch handles any and all fiscal relations except when this borders with that of the Public Relations branch in which case it will be handled cooperatively. The Treasury Branch's ranks extend from Traders who, you guessed it, trade to bookies who, on their own part, can act as a loan shark or one of your best friends. The Treasury Branch is represented by the treasurer.
The Public Relations Branch comprises of the chosen few who show themselves qualified to act as official representatives of the Haven. These few, hand picked by the close electorates, meet with faction leaders and attempt to negotiate peace for the better of STALKERs and also protest the wrongful imprisonment of STALKERs. The PR Branch also often acts as a third party for negotiations of peace between factions.
The Close Electorate is the combination of the representatives of each branch. This council votes on several issues ranging from ransom for a imprisoned STALKER to the contracted murder of a member to even what the next best improvement for the base is.

Allied - Allied, If you're in trouble call these people to help. Treat them like you would treat your mother.
Friendly - Friendly, these people are friends, respect them accordingly, they may even help you if you're in trouble.
Neutral - Neutral, take an odd glance at these, but nothing over the top.
Unfriendly - Keep a close eye on these people, have your weapon close.
Hostile - Hostile, always try to run away or stay clear of these.

Its alright but heres something that goes for pretty much all the player based groups, your all too organized...
Its the rosters, they always seem to be full with lavish titles and hierarchies.

Your're just a bunch of Stalkers who are most likely just friends, its not an organization. You will never reach a popularity where such rosters are needed unlike major fractions.
