Because this is normal
No it is not normal. This means this person is not getting all the files, maybe he's disabled downloading all custom files or has a conflicting addon or something which is causing this.

I get this whenever I join, it goes away after a few seconds or a minute.
Garrys mod crashes after this comes up. I see that for about 1 second, then garrys mod just crashes...
Also, I do have all the maps and all the content packs.

Just tried connecting to the fallout server and i got this then gmod crashed.

...'er. I'd wipe your Garry'smod and...reinstall i-...you know what, no, don't do that. I have no idea. Try reinstalling the packs?!
Already tried. I even redownloaded them and reinstalled the packs.

One day you will contribute useful. One day.
How many other addons do you have? Some addons conflict with one another and cause problems.
Also make sure you are allowing custom files to be downloaded from the server (that's in the Gmod options tab)
Assuming you're still not able to connect after 6 days...
