Title: Higher ranks cant have SKATS?

I don't think SKATS are all rare anymore. Any faction is allowed them for their higher ranks. Tis a rule

This is mainly for STALKERs owning such items since, a SKAT is like an exo that you can run in. I don't think this counts for factioneers.

Leaders and Co-leaders of DUTY, Freedom, Military and Monolith dont need to apply for a Skat. Members below Co-leader do apply.
