Creating a map

Hello. So I'm currently designing a map (overview) of "the shadow of Chernobyl". I'm going to make two versions of it. One in simple .JPG and one as flash.

The flash map will be more advanced where you can hold over different places around the map to get some quick information about the place or click on it and get more detailed information with pictures ++. I will add things such as where to look for traders, bars and so on.

The .jpg will just be a full overview of the map with the names of some few locations.

What do you guys think about this idea? I need some help though. I need some information about the different factions places and so on. If you're interested to help me out please tell me.
