Your lockout is not having the desired effect, more the reverse.
If im on garrys mod, and feel like going on SRP, which server would I take?
Server 1: Which has around 10 people playing so I can actually RP,
or the empty server 2 in an attempt to start it?
Unless I see a lot of duty members on steam, ill always go with the populated server, and im close to sure the rest of you would too.

Id love to play on my duty character again, but RPing ONLY with your own faction with no exceptions gets dull after a while, sad but true.
Yeah, well if people didn't do dumb shit you wouldn't be locked.
Wouldn't it be better if you punished, or talked to those individuals man to man, instead of punishing the entire group for it?
Especially since we don't know who said individuals are so we couldn't even try talking with, or helping them ourselves.
While I agree with you (Smirnoff) that it quickly get's boring only RP'ing with your own faction all the time, then you can always look at it from a (somewhat) different perspective:
Duty becomes inactive. Dug decides that we need to learn a lesson. He "bans" us from server 1 until we become active again. We become active, lesson learned.
Besides, this thread is about activity check. Not arguing why we can't be on server 1.
