Technical help required!

Well, I am puzzled after 24+ full hours of picking at the internet for signs of a solution and this leaves me to come to HGN for help. So let's get to business on my problem.

I currently can't shutdown or restart my computer from the start menu... Oddly enough if this is a virus you'd think it would lock me out of the Cmd console, Task manager or control panel...
I can turn off my PC via Task Manager and Cmd console. Not to mention I can't run Microsoft installers or fixes.... Any help would be appreciated if someone manages to solve my problem I will go to work for silver again. (lol) Forgot to mention using Windows XP SP3. (Just realized we have a computing forum...)

Restart > Input XP SP3 CD > Wait for it to show the text "Press any key to continiue" > Hit any key on the keyboard > Format > Install Windows again > Problem solved

This has to work, always worked with me, no matter what happens.
