You can just use some of the more civil cars, no need for large vehicles (only admins can spawn vehicles, or make a list of legal cars)
This was made about 4 years ago, hope its still good. If not then the Vehicle-all-in-one pack is good, just use certain vehicles.

Cars should be around 15k dollars to 30k dollars depending on speed and gas capacity IMO
This could work with my new company: Bills Auto Shop and Towing.
I was thinking of a car script, that anyone who buys a car, it automatically goes slow, or it has a speedometer because of urban speed limits. Mechanics can give paint jobs and tune-ups/tune-downs. also upgrading.
Im considering a car system, but im not sure how players would actually get a car...

Well if someone rents a car from a salesman (saleswoman) they should be put on a timer (1 hour / 2 hours) and if it isnt returned it should automatically be reported to the police. That way they can get the car back and the crook can be convicted of Grand Theft Auto.

WHY ARE THESE SALESWOMEN IN THE KITCHEN?
Simple, have a set entity point that spawns when the server starts. In the auto-dealership.
Then, have a flag that has the ability to spawn the car based on a tag or name that car entity is give by typing /buycar Mercedes or something like that. Make a good car cost 10,000+ and a shitty one 3,000+
Or make a NPC that you can rent a car for like 20$ and hour? Cause i was playing earlier and walking is a bitch!
