Most unusual conversation I've ever seen ... So you're being accused of stealing $200 from his paypal when he used his mothers' credit card for $200.

Your both acting like children with the lying about ages, and threatening with police.
It sounds like he donated two hundred dollars or something by stealing his parents credit card, they got pissed, and now he is looking for a scapegoat.
A false sue? Sueing is an easy way to make money, but he's screwed without proper evidence. That steam conversation is not proof of a hacked paypal account. Plus he isn't defending himself about using the credit card.
