This room is actually some concept work I was building for the Agroprom underground and will probably be in the finished map. Don't ask for a release because I haven't truly started, I am taking my time making lots of prefabs and sketching out map plans and locations.

I never got a chance to test it ingame myself, looks like the light could be about 10 brightness higher, and probably more constant.

You almost had it spot on.
I changed:
1. Light levels so it doesn't cast a light too far and isn't overly bright in HDR mode.
2. Lighting type to normal.
3. Overlay to a puddle decal, much cheaper to render.
4. env_embers to env dustmotes.

I couldn't find a good enough sound for the chemical burn sound.
If you find a good chemical burn sound, just set up a trigger to play it every time the player is burned.

It's a trigger_hurt, light, env_dustmote, ambient_generic, and a decal.
Don't know how long it took Hostel to tweak it, but the actual entities behind it are quick to make.
