How about Arma 2 operation arrowhead rp? Make a serious army rp server passworded, and get the password from a whitelist? Start off as a recruit and go through training. People that have been trained can progress to specialist roles such as sniper or special forces through training. You can do events such as the <Insert army division here> is sent in to secure a hostage of high value.
Due to OA you have German forces and British, so maybe a small detachment of each could be in the American base for joint ops operations.
The enemy would be AI/NPCS so it wouldn't drain the Blufor playerbase.
Sure people make shitty clans and stuff but this would be rp not just saying stuff like "lol i shot him in deh head noaw we cun gt de hostagez"
You could probably get some kind of mod that allows /mes in the chat I'm sure?

Military RP is focused on achieving the goals of your detachment. That's how much character development it provides.

It's also not really RP beyond just "See guy, shoot guy". Even if you go into realism and shit like that at the end of the day it's not very interesting in terms of character development as Jake said.

TOR is going completly F2P soon, I'd rather play on highly populated TOR RP server than a HGN one that will die in a week or less just like every WoW RP we've tried, dead before launch over something retarded..

Edit: Plus too you can't host a private TOR server.
