Democracy and The guild council are quite similar, But the differences between them are quite big.
With democracy we would have one person running, maybe more but one big person. This would mean his decision would affect every guild. With the guild Council, Each faction has a part of the decision. That means all factions can be represented in each decision at all times.
But having having multiple people means that there are is a better chance of arguments between opinions. Arguments can eventually lead to war.
