Or you can get a 4870 1GB, huge price drop nowadays. And its better than an 8800

http://Newegg.com/ (http://newegg.com/) is your BEST FRIEND. Wait for one of their ShellShocker deals to be something you want/need. The most common ShellShocker you'll find useful is a good HDD.

4GB of 1066MHz DDR2 RAM. If you play your cards right this can be insanely cheap. Like, $50 excluding rebate, $25 including.

EVGA, because they are the best, period. I'd go with a GTX 260. It's a big difference between a 9800 and not too expensive. Besides, by the time you find a great ShellShocker the price may go down.

The factory clock of your CPU doesn't really mean much to me. Do your research and you can find a very cheap CPU that's just over 2GHz and OC it to 3.3GHz.
