All shows everything.
World shows the world messages (aka broadcasts, ooc chat)
Local only shows things around the player, like /me's and rp chat
Pm is just personal messages

Emphasis on RP is always good, and getting activity on the forums is also good.
I strongly disagree on removing OOC, there are some times when you just need to blare something out to the general public. Be it a Poll, a Disagreement, or a Contradiction.
OOC is like the Internet, remove ones ability to speak to the global mass, and you have Anarchy.
As for STALKER, I wouldn't know if one of my fellow Monolith had teamed up again with one of the fifty or so unlisted [HGN]er's. And thus they would be able to troll undetected.
Besides, it's just another shitty step towards another incarnation of Conna's Cider RP.
