I'm a little iffy on the Novarium aspect, but If someone icly deserted, i supose they could join it, But, ya know, we're assholes, we'd probally shoot a deserter, or imprison them.

We kill deserters either by:
Shooting them with a high-pressure projectile launcher
or
Putting them in a Steam Chamber.
