So I turn on my computer and i click the Steam button, and it says Connecting to steam account Mattyman97.. And then the login pops up so I login and then it says "Could not connect to the steam network!" And it says my Internet Access it "Good" and my connection is "Excellent" Running at  54.0 Mbps.. Any help would be greatly appreciated.

Here is what you do

Go to your steam folder, delete a folder called "userdata"

start steam. Login, done

Delete client_users.blob or whatever?

Check Fire walls and AV protection...

Turn off firewalls and virus protection for 5 minutes and try to log into steam.

I have always failed to find Norton's block list.

Try to uninstall the steam.
