In EP2 roleplay RP won't really be swapped for pew pew. There are just two sides, Combine and the resistance. The Combine would have lots of roles for people to take, and shooting enemies which often their first priority is doesn't have to be DM; it could be a detailed RP gunfight, for example:
**UU-S_Gunner-3-65746 kicks down the door, and fires his shotgun at waist-level towards the rebel fighters.

"By sending us into EP2 contryside terratory, we will be killing-off alot of RP for PEW, this is not what most good role-players want. Eg, "oh look, a citizen running around in a field, kill him!"

Episode 1 is solely pew-based. Citizens are trying to escape under the wing of the resistance, and both the Combine and resistance are fighting to the bitter end.
Episode 2 roleplay won't kill off any interesting roleplay. HL2 Is quite limited, but the limits can be explored; after that it gets stale. Episode 2 is a new scenario, still pertaining within the HL2 Story. Maybe the Combine would only be around for events and deployment, allowing citizen and rebel roleplay to flourish. Remember- The Combine would send Hunters to 'Hunt' down the enemy as seen in Episode 2, and soldiers wouldn't deploy just to stand around.
And your example certainly shows us your quality of roleplay. There are certain variables to consider- Like, is the citizen armed? Is he / she wearing any armour? Which direction did he / she come from? Let's interrogate.

Then we should do EP1 roleplay as it's never been made before...Just imagine escaping the city when Rebels and combines are fighting each other + it's possible to make shitloud of passive in an abandoned basement and stuff....Lots of Medical RP too...

Passive RP in an abandoned base? Rebels don't want lay low they want to Gtfo of City 17 asap.
Escaping the City in EP1 RP will just end it! Once your done escaping you can't go back and wouldn't want to go back, so Episode 1 roleplay is kind of eliminated when you consider your characters actions.
Episode 2 on the other hand is different as I keep saying. It wouldn't really end, it's new and original, it would work and has lots of roles to be taken. It would attract lots of people outside the community too.

HL2 EP2RP: The rocket has been launched and gordon and alyx have gone on with there mission to find the borelis. This gives us alot of lee-way with what we can do with the canon.

The portal is closed off forvever and the citadel is destroyed! The combine still have a weak controll over the world and small combine ruled towns in the contryside. Note: this is nowhere near Silver forest.

taking a leaf from "combine fall RP" (well, my post. 2nd page) we could have an "Evolving world" with landmarks witch could be captued and taken back and forth from the both factions giveing a balcence between Passive and Pew. Combine bace is the town in-which you start wile the rebel bace is WAY out into the contryside/ forest ect.

The masses of rebles have stoped flooding out of the city and the citizens are confused at what to do! Do thay join the weakend Combine forces or allign with the Lambda movement?

It would be easyer to join the combine then the movement. Why? 1.You start in combine controlled terratory. 2. it would be very hard to get past patrolls, antlion places and other obstacals just to get to there bace. (if you go with the evolve idea, then i guess you could find a outpost) Im assuming that there could be undercover spys/ect that would be in the main town. assuming that you somhow found out who it is they could help you to the bace in one way or another.

....just a few ideas...

Also, I had this idea of actually mixing HL2 RP maps together, to make a new one. I.E., Venetian's dock + City 18's Slums + City 45's Plaza, + 45_v1's sewers + Whatever else.

also, i started a melee weapon project a while ago for TS that I never finished, but am going to do it if this gets up.

Well.. What about a combination of HL2 and EP1... The rebels have an influence, but have not yet completely controlled the situation. So, on the verge of breaking out. We could still have CPs and citizens being... citizens... but also you would have the underground branch. Of course no rebels walking around in plain sight but MORE rebles undercover then anything. Then you would have the occasional break out of rebels, and combine trying to quell them. However, if planned any of this RPs would work.

EP2 Would need passive, along with threats such as Antlions, Hunters, Combine Soldiers. Antlions being the worst, because well there everywhere. Then followed by hunters trying to tear you limb from limb then Probably Soldiers, Occasional attack or something. EP2 would be my choice... But original HL2 is KIND OF stale... Gets old, you would need more rebles like i said to keep people entertained.
