Protection of the people is the key.

  Daniel Espasito, merely another loner traveling the Zone for their own specific reason. Daniel had left to the Zone in hopes of evading the stubborn, yet powerful, government. He was being hunted wrongly for a crime he did not commit, but there was no proof that he didn't do it. Once he entered the Zone he found it as a place where riches could be found, and amazing information. The day after entering the Zone he knew that it was pure hell, gunshots fired night and day, pockets of radiation with the capability to rip off your arm, bandits that are not afraid to take and kill, and no system to govern them, slightly he liked it that way...

  The morning breeze sent a chill that blew out the already dying fire. It had been four month since he came to the Zone. Daniel has seen it all in the four month, Bloodsuckers, bandits, deaths from anomalies, the works. Seeing all this made him know that the Zone lacked a type of protection. DUTY is too busy attempting to prevent the Zone from spreading, Freedom with their smoking and wars with DUTY and the Military with their "Shoot now, questions later" motto. Daniel knew everyone acted on their on in the Zone, leading to multiple deaths, so if he wasn't to create his own faction, no one will create one with the same purpose. As Daniel raised from the now chilled campsite he remembered the relentless nights of deaths and fears. He knew he would have to be the one to defend others, the dark sky.... The Black Sky.

These mercenaries don't usually work for rubles but they get what they can. The people of the Zone lack the protection they need. With all mercenaries busy bugging barkeeps and traders for any work they can get, these mercenaries work on the protection of the people of the Zone, from Loners, to even Bandits.
