Leader needed - the scrappers

The bare bones:
- Scrappers are a fairly old group.
- they created and own Scrapheap castle
- they are masters at building scrap structures
- they were paid a large amount to help build the walls of Blue Rock Estate (leader gets 3000 caps on map reopen)
