This group consists of people who run a vacation underground resort in the jungle

I still hold my Crown as King Leonardo, but I gave up my powers to end a Civil War.

Even if James wasn't king still this is a mighty powerful faction to just make out of thin air. Things like this have to be voted upon and then reviewed at further noticed.
In Leona's case, she's half-retired. She still sometimes keeps the town safe and etc. , but she also now makes private metal deliveries or item requests, for a price, of course. That's pretty much it.
