STALKER RP is just a script to Garry's Mod (to which you need HL2, CS:S, HL2:EP1+EP2) with ripped models of stalkers and other things.

To op: get garry's mod off steam. Download the content for it in the stalker section. Join server. If you can't figure that out I'd be surprised if your rp ability was any good. Note you need a source engine game with garrys mod. (actually the free version of tf might work for that...)

Nope. TF2 doesn't give you Source SDK anymore which is required for Garry's Mod.
Yes, the content is free, however you require Gmod (10 Bucks) Its like a physics engine. Its pretty fun alone, worth it.
If you want to join along get Garry's mod off steam (like everyone else said) and either Half life 2 or CounterStrike. If you want to play garry's mod to its fullest I would get half life 2, half life 2 ep 2, counterstrike. I think that's about it.
The above post is what you need to do for the first step, Then all you need to do is download the content in the stalker section, Extract them to the required Folder then join the server...Which you can find the IP on the stalker section.

Google Steam.
Google "Steam" the download button is green and at the top right corner.
You need to get Half-life 2 from steam and then Counter-strike: source from Steam to play. And obviously garry's mod.
Then afterwards you will have to download and install the STALKER files off the forums.
Note : You need to buy those games off steam. You need a matching credit card for that.

Creat a new account, and log in after verifying. Search Garry'smod, get your credit card ready or Paypal and purchase it with that. Once you have bought the game for 10 dollars, just 10...you download it, run it and adjust your settings to it's all good. Quit out, come back to this website and download ALL of the maps and content, plus the map-fix, sound fix and updates. Then you run garry'smod, search for the HGN server, and join. The let the magic work. NOTE: Read the rules before you join. Use CAPITALS and periods....................and proper puncuation. People will take you seriously. Enjoy, good luck, hasta' la vista, baby.

You need Half-life 2....and CS:S
I don't have Half Life 2, and I got the Garry'smod and Counter-Strike pack. Best purchase I've made...ever. Counter Strike is a must have with Gmod.
You need Episode 2 and CSS really, you dont NEED Half-Life 2. And there is a thread for EP2 content.
