Remember how the Fallout world is. The 50's style culture was basically frozen in time for the rest of the United States' existence. The rest of technology basically proceeded unhindered--even going above and beyond.

Technology progressed down a different route.

Whereas we compressed from vacuum tubes down into capacitors, transistors etc. the ages of fallout unlocked the secrets of eternal energy, bulky circuits etc.

Obviously, none of this applies to ballistic stuff, as we see AK-47s, Deagles and the like in New Vegas, as well as a FEW FEW things in Fallout 2

I'm going to OBVIOUSLY argue things like Elvis were in the game.
Alongside this I'm going to say the cut-off date is Disco aka the 50s.
Anything beyond that is irrational; Should the Fallout timeline generated more leisure material (TV, Radio etc.) it would've never developed flat screens nor would music have evolved at all, especially when embroiled in a war.

To say "ZOMG M16 = VIETNAM MUST HAVE HAPPENED!11!!one!" is invalid. More than likely it was a choice by the devs to connect the player with something identifiable as US military.
