It could be done by bringing up the webpage to here ingame through some news robot or something. Kinda like how crussaria works. It could bring up a news\weather and other panels that the player could view all at once :D Or maybe add talk options to the robot so you can pick what you want to view.

Knowing Blake the rp probably does take place in 2011.
This currently Isn't a IC thing,
It just tells you what the weather conditions on the server are on that day.
Stop bickering, the dates were for forum purposes >:o Anyways, it'd be interesting if we could actually have in-game weather, but, I don't know of any mods out there that let you do that to the extent we'd need...
I still think that the canon should be set to Fallout, and in the core region.
I think the in game weather is a great idea but I think the numbers you have make no sense.
