Since this isn't going to be set in fallout 3 territory like Washington, I was wondering if we could have the NCR join the picture as one of the major factions. If this takes place in the Mid-West then never mind, But if this RP is set in California or around it the presence of the NCR would be there. The NCR takes up the old American ways of democracy and freedom. However, They are not like the Enclave and will take anyone into their home and keep you safe.
This would bring more passive than Enclave imo.

I believe the RP is still right outside D.C.'s area.
Still, If it is in California or around it, Then NCR would be there. But, It seems the higher the vault number, The closer to the east coast. As is the case for vault 13, 14, 15, and vault 8. Then the necropolis vault. And all of those were located around San Francisco and los Angeles. But this would help provide more Passive RP then enclave, Along with many places to sleep and trade at any NCR camps and such. Also, A new Major faction other then the PEW PEW Enclave and the WE MUST SEARCH FOR TECHNOLOGY FROM ONLY 200 YEARS AGO BoS. And this is more of a neutral faction. BoS are good... When they aren't looking for old weapons, And enclave are just ebil.
Technically speaking, the West Coast would have a neutral Brotherhood, and no Enclave at all. Following van Buren canon, the Brotherhood actually go to all out war with the NCR.
Honestly in my opinion i think if fallout rp is going to be in california it really shouldnt happen because NCR is the major power in California.
I think Fallout rp should happen somewhere inthe middle of America where the Nice Bos meet the NCR so both sides will be fair.
Plus if fallout will be taken place in california people who are BoS would be rping as if the BoS are good guys.
If it was in the middle of the US there would also be Caesars legion, which, from what I hear, take people and turn them into slaves. And wear armor with skirts on them. (Yes I know its a toga...)
