Would be nice to have NPC's for just trading and such. the random spawned items would be good also. NPC's that are mutants and wander. not so much.

Mutant Npcs -They work great, They dont drop anything at death, They is no BIG reward for killing them, And it would be cannon to have random dogs everywhere.
Neutral Npcs No, People would kill them and steal their guns and do it over and over again   
Hostile bandits\factions Same as above
Traders\Merchants   No, We already have those, We don't need to outsource them for NPC's

Might be kind of interesting but could see issues for new players getting fucked by NPCs if they are roaming all over creation and happen to wind up near the spawn teleporters.

Plus unless they would drop things seems like it would just be a waste of (expensive) ammo to engage.

The mutant NPCs would give those AFK dutiers something to have fun with, they are supposed to hunt mutants. \
The trader is also a decent idea, but we dont need it if traders get more common / active.

Having some npcs would be great in the server because there are times when there are barely any people in the server.  This would give people something to do, or simply for rookies that don't have anything to do.

Except that rookies won't have guns or ammo so it wouldn't help in that regard.

Although Novus 2 actually saves ammo so at least now ammo will not be wasted in crashes or whatever.

Mutant npcs is okay, but trader would only mess things up for the trader faction. Cause why look for a trader to buy and sell things if there's an NPC trader around that buy's/sells things for the same prices always. Maybe limit the things an npc has like ammo and maybe a few guns but not whole suits or the more expensive weapons.

I like the idea of having mutant NPCs, but people would just grind neutral NPCs and take their guns 'n' shit.

Neutral NPCs spawning around the map would be a bad idea. BUT Neutral npcs still could be useful for making events. For example a trader could tell you to kill some NPC bandits who are troubling him for a job. This would add variaty to events so its not just mutants, or can be used when no one wants to volinteer to be the poor people who get shot down.
