Melee weapon. Armor doesn't really matter when using melee weapons, if you're strong enough you can crack open someone's helmet/facemask/gasmask/whatever pretty nicely with a decent blunt weapon. Baseball bat, hammer, wooden board, whatever. If you have a knife or something, it's easy enough to stab into the many weak points in a suit. Groin, arms, neck, legs... Plus, you can disarm someone easily enough. Whack at their arms/wrists/gun, and chances are they'll probably drop whatever they're holding. Plus, melee weapons aren't that hard to get. They can be fashioned out of pretty much anything.

VSS. You may rush with armor, or even a melee but you would be shot before you got close. and if it was a close quarters fight, its still possible to hit them with the gun. Its small too so it won't be to much of a burden. Not to mention its silenced so thats a plus.
