Bandit Overpopulation

Just a little rant to be honest but whats the deal with all the bandits, I was mugged 3 times yesterday over a four hour period and first time lied about having anything on me, second time gave all my cash away because the other guy was perspective, third time I didn't "Have" anything. If it could be that no factions are around then we need to get factions in game quick.
