Within the city of Phoenix, a corps of civilian engineers and military technicians developed a camaraderie as the world collapsed around them, and came to see themselves as the last defenders of the achievements of humanity. This self-declared mission led the Steel Wolves to largely separate themselves from the general population and panic, devoting themselves to their own restoration of Humanity's technology.

The closest 'allies' of the Wolves are the Vanguard, who have similar aims. The Black Dawn 'Purging' served to draw the two factions closer together, and the Wolves have since relied on the Vanguard for protection in exchange for better equipment. The Wolves have also had a long-standing agreement with several Mercenary groups, who are a ready source of spare parts and information for the Wolves. Most Wolves prefer the safety of their facilities to dangerous reconnaissance missions, and the Mercs are very willing to acquire whatever the Wolves need (for the right price).

With their hatred of technology and its excesses, the Blood Templars are the natural enemies of the Wolves. Techs cannot comprehend the nature-based ideology and extremism of the Templars, and view them as irrational and violent terrorists. In some ways, the Wolves regard the Black Dawn as more threatening than the Templars. While Templars have some capacity to reason, the Black Dawn appear as dangerous savages wanting only to destroy whatever they encounter.
