I think you could get in trouble in theory for doing it with someone under 18 (for the same reason that porn is technically illegal for people under 18 to view) but you aren't going to get caught and it would be easy to say you didn't know the other user was underage.

Websites, game servers, etc, with underage cybering can get shut down and the administrators charged for child soliciting or something along those lines.
