Why I'm not on steam

Guys, I got this problem that won't let me connect to steam. First, I got a "no login information on my computer" error, then I tried to reinstall steam. Now I got the "steam.dll" thing.


So far, I have no freaking idea how to fix this, and I have no idea how it just suddenly happened.
