Basically, its core use is for both pre-planned events and a backup server in case anything with Server 1 goes wrong. Because it's a different server I can also change the map to things like RP_Apocalypse or GM_Atomic or other things we normally could not use because it's not good enough for a static, every day map, but good for dynamic events.
