Duty really needs to make events like training and things like that to make people interested in the faction. For now we mostly just guard which makes Duty look like dull gate guarding simulator. Thus leading to lack of recruits. (We just can't go outside the base with Freedom staring at us and waiting for a moment to stomp our balls out of existance.)

Plans to make events like this have long since been thought up, we've simply been attempting to find the right moments to put them into action.

The right moment is every Saturday 12 AM of Greenwich Time (0).

Instead of accusing every dutier of how they were they only ones responsible for Duty's death, You should look at the perspective of an average Dutier.
What's the point on getting on the faction character when the only thing a dutier can do is just constructing barricades at the gate, guarding the whole place and searching stalkers for explosives (which is actually not needed now since explosives are auth-only and very expensive). No wonder nobody didn't want to play on their Dutiers, adding the fact that no CO or NCO didn't feel like doing training sessions with other soldiers and there was barely any space for character development due to the reasons I pointed out earlier.
And "hibernating" Duty doesn't solve the problem of inactivity. And I get the feeling Duty is like Costa Concordia (ie. that ship which sank in January).

I like the logic in this hibernation idea: Let's just discard the whole faction, blame everyone for its destruction and make no effort to restore it.
You killed the faction, Goose, and playerbase has little to do with your error.

I'd like to refer to the very first application on Duty's application board.

Nothing at all is viewable, and I know for a fact that Ace was not one to like his backstory to be known. I don't either. This is not "Against tradition" by any means. Don't try pulling the "Oldfag" "We did it this way" card, because things can be changed anyways.
