So will factions still be able to build their own towns/villages away from the cities/towns or will they have to buy/take over pre-existing ones?

Factions will have to make Faction Houses or Waypoints in any town they want to compete in.
Guild Halls must be constructed where thier "base of operations" is but need not be inside a city.
You cannot build a city around a Guild Hall

Are all these towns going to be pre-built then? Also how do you take a village is it the same as a town?

perhaps we should start with one large factionally independent city that has quadrants each controlled by one of the four biggest FACTIONS OR GUILDS, with the centre of said city being a large market place with a law house, this city would be run by an admin or admins due to its importance.
From the city the land is once again split up with each of the four main FACTIONS taking a heading (north, south etc.) and having a main town hub, and each town having however many villages the faction desires, in each of the main faction town hubs there will be a guild house that is most relevant to the FACTIONS beliefs and views. The GUILDS will have their head quarters either in the city or in a town base.
Just an idea I would draw it on paint but I have broken my wrist and it would look crap :P

We're still down the village-town-city thing because regardless of how we do it, it'll take time and players.
Factions cannot build entire towns/cities/villages. You get a guild hall.
Only non-factioned players can start villages.
Any group of more than 2 buildings is a 'village'
Cities don't "start", towns become them.
Towns don't "start, villages become them.
