Pre-Planning For A City/Town

So again I only bring up this topic because it would be unfortunate to have another city/town that was abandoned and mostly full of non residential buildings. So preplanning would be wanted to make a city/town. I suggest we don't make it for a while and that it is made by a band of people who decide to make a village and have it grow into a city/town. Also please whatever you do with a town or city place make it mostly residential buildings and have the buildings get better overtime not instant gold or silver shit. Also no instant duplexes or hotels. It ruins the timeline rp for building. As long as it is mostly residential and not instant ore blocks and such I think whatever you name it should do.
