You seem pretty new in my books, but then again I'm only partly active on the forum. If you really want to come back to HGN I suggest you take a real good read of the rules and role play guides so you do not end up breaking the same rules for a third time and getting banned - That is if you actually get unbanned this time.

The ban will stay, as I have heard of your RDM on many occasions. I won't even mention how many chances you've had here in HGN.

No. You got permanently banned two times in less than half of a year. Well, knife got banned three okay, two times, but he actually played serious RP and got taught what's what.
