Because when I see non BoS members wearing Power Armor in the wasteland, I get worried.

It's hard to get into some Military base overran with raiders/feral ghouls/wildlife, but I agree, you don't have to be BoS to train yourself in the usage of Power Armor.

Clarification about my previous post:

Power Armor has neural interface.

If you use it wrong, there's a high chance that either:

The Power Armor will crush your bones, misreading your signals as "CONTRACT EVERYTHING"
or
The Power Armor will crush your bones, because it's too heavy and you don't know how to make it not be heavy.

The only thing that I can find in the wiki about what power armor training does is:

NCR salvaged power armor is T-45d power armor recovered by the NCR during their war against the Brotherhood of Steel. NCR technicians have restored it to working order by replacing the back-mounted cylinders with a custom air conditioning module and stripping out the joint servomotors, allowing it to be used by soldiers without power armor training.

Says nothing about any interface.

Just servomotors.

It doesn't have any parts that NEED an interface. The air conditioning is probably just a fan with an on/off switch and the servos have been removed. I don't understand why this confuses so many people. It's not complicated. You're basically wearing a suit of medieval plate armor. Now can we please put that retarded argument to rest?

As Paint said, its just a heavy suit or armor. The Salvaged Suit has no servo-joints in it. The training is there just so you don't kill yourself when pushing against the joints.

Probably less about that and more about the fact that fighting in a solid metal suit takes some getting used to, although I think that Power Armor training is a bit unnecessary for the salvaged power armor.

Also all you guys jumping down Rag's throat for "making up the neural interface idea" either can't read or are just looking for an argument. From the FO wiki:

In addition, a specialized body suit is required to be worn underneath the T-45d's armored shell in order to facilitate linking the armor's servos to the wearer's own motions and to make the armor more bearable because of its heat dissipation problems.

Granted that doesn't specifically say "Neural Interface Needed" but it does certainly imply that such a thing exists or there is a similar process of the suit responding to your nervous system to fire the servos properly. To make the suit respond properly is probably what the training is for. Which means that trying to train yourself to me sounds like an excellent way to break a lot of bones.

Wastelanders shouldn't have power armor. It should be BoS or Enclave on-oh right Silver removed the Enclave. Should be BoS only. Blake's suite has been retarded since day 1 of him having it. Wastelanders wouldn't know how to wear it. For starters putting it on would probably challenge the average wastelander since it's heavy, awkward, and you don't know how to separate the parts. Assuming you did manage to put it on, you then wouldn't be trained in how to properly sync your nervous system to the suit (which the FO wiki implies is a requirement based on what I just posted). Training your muscles properly isn't something you can do by trial and error. Therefore it makes NO sense for wastelanders to have that knowledge.

Look at the FO games. How many people do you see walking around in power armor (not salvaged power armor, which we already said doesn't have the servos in it that makes it "power" armor) who aren't Enclave/BoS? If it was so easy to teach yourself to wear it then why do you need specialized training in FO3 and NV before you can wear it (the obvious counter point to this is FO and FO2 where you don't need training but to me it seems logical that something this advanced can't just be thrown on like a kevlar vest and work perfectly)? There is no "trial and error" option and the reason for that is probably because trial and error would result in grievous bodily harm if you didn't have supervision to help you.

Even if a wastelander somehow managed to get the proper training, he's not going to be able to maintain the suit because it is likely far too advanced for him to just scavenge parts for and the BoS certainly wouldn't help in that regard.

tl;dr: Wastelanders having power armor is stupid.
