I'll break it down:
I didn't actually want to lead the ECR. I thought admins couldn't run factions. Seems (someone) ignored the rules.
I have too much shit to do. Exams are really close and I need to study.
I want to make my minecraft faction.
I don't like the ECR. With the Brotherhood of Steel, I felt passion and dedication. I wanted to do the job.
The ECR, compared with the BoS feels more like arudous not-worth-the-time work.
I don't like the history as far as Admins who have led factions.
I'm sick of politicing or getting overridden just because I'm not part of the secret brotherhood of admins.

He actually made an application and tried instead of everyone else who didn't even bother.

I saw a lack of viable candidates, quite simply, and knew that I wouldn't be leading it for long for a multitude of reasons.
Regardless, I knew I'd be passing on the faction, just not as soon as this.
The original plan I had was to set the framework, but I realised that people who actually wanted the job were out there and just hadn't applied. Even if I had set frames up there's no guarentee that the people actually interested in leading the faction would like what they were given. You could argue that I could have "Ranked someone up and then promoted them to leader" but that's not plausible at all. You can now see the lack of interest in the ECR by all parties. There is few applications for the faction and I think it'll be like that for quite an extended period of time. (Unless Plunger is all crafty and plungery) In short and long, I wouldn't force the highest ranking member of the organization I left behind to lead something. I asked Plunger, once, and he considered it, and said "Sure."

Looking back at the original applications:

Recreas left to make his own community. He's immediately out.
Hessen everyone hates. He's out too.
Everyone A good amount of people like me, but I'm an admin. I'm out, as well.

The whole field of applications was three immediate "No"s

I'd hoped you'd stuck to your own rules about Admins not being able to run a faction, and maybe assigned someone like Plunger.
But apparently the rules don't even matter to you, Blake.
